Your paper should have the following 6 sections:

(2) Introduction and Motivation (600-800 words)[8 points]

(3) Proposition and Analysis (600-800 words)[8 points]

After you have introduced and motivated your topic, you should propose possible mitigations to your issue. Perhaps there are a few more references that could help you? You should also think about how you can incorporate methods discussed in the course, e.g. how do marginal benefits and marginal costs affect your analysis? Can you propose a mathematical model that captures your ideas? Are there graphics you can include to highlight your point? Is there data out there that can be used to support your argument(perhaps you can include simple descriptive statistics to support your argument)? These are just a few suggestions – you are responsible for convincing the reader of the value and validity of your argumentation.

What sort of broader discussion and policy recommendations do you have? Please present them here. Lastly, conclude by summarizing your paper and the key points it makes.
